Mon voisin continue de tondre un terrain qui ne lui appartient pas

Çà, c'est mon voisin Serge Villeneuve qui tond la propriété de Conservation de la Nature devant chez lui (240, 1ère Rue, Richelieu, Qc, J3L 3W2), bien que l'écriteau derrière lui dans la photo interdise toute coupe de la végétation puisque c'est une aire naturelle.

Je dénonce ce genre de comportement depuis des années auprès du propriétaire, sans succès. La dernière excuse, c'est que Conservation de la Nature a fait un échange de terrains et que ce terrain riverain à la rivière Richelieu appartiendrait à la municipalité de Richelieu maintenant. Sauf qu'en attendant que quelqu'un mette ses culottes, les arbres ne peuvent pas coloniser ce talus à cause de l'entêtement de mon voisin.

For years now I've been asking Nature Conservancy to have the rules protecting their property in front of my home respected by my rogue neighbor who insists on keeping the river bank as clean as a golf green.

I've given up. The last excuse brought up by Nature Conservancy is that they have exchanged this river bank property along the Richelieu River with others for the islands in the middle of the river that belonged to the town of Richelieu. So it would seem that this property belongs to my town now. But who is at city hall on a Sunday? And why would my municipality enforce regulations that Nature Conservancy put in place but never enforced when the property was theirs anyway?
