Le gaz naturel sonne l'alarme aux É.-U.

Le conseil de ville de Philadelphie a demandé par résolution au Delaware River Basin Commission de refuser les permis pour forer dans le bassin versant de la rivière Delaware utilisant la méthode de fracturation hydraulique tant qu'une étude en impact environnemental ne soit pas faite et complétée.

La commission du bassin versant de la rivière Delaware est composée de représentants des états du Delaware, du New Jersey, de New York et de la Pennsylvanie, ainsi que des représentants du fédéral: ils ont pour mandat de protéger la rivière Delaware, longue de 330 milles. On craint que le forage pour extraire le gaz naturel risque de contaminer l'eau potable de 15 millions de personnes.

Le congrès américain a aussi présenté un projet de loi demandant aux gazières de révéler la recette des fluides de forage qu'ils utilisent dans le "fracking". L'EPA a déclaré le 18 mars qu'une étude nationale se penchera sur ce procédé de forage.

"Philadelphia seeks ban on natgas-drilling method

Philadelphia officials on Thursday asked a state regulator to ban the natural-gas drilling technique known as hydraulic fracturing until its environmental effects, especially on drinking water, are studied. The City Council council urged the Delaware River Basin Commission to deny a drilling permit to Stone Energy Corp. (SGY.N), a Louisiana-based oil and gas company, or to any other company that wants to use the technique to extract gas in the watershed that supplies the city's drinking water.

Stone Energy began operations in a protected area of the river basin without the necessary approvals, and now has applied for permits to drill for gas, extracting water it needs from a tributary of the river, the council said. "We call on the Delaware River Basin Commission to halt Stone Energy's operations, and not approve their application, or any other applications, until a full environmental impact assessment of fracking in the Delaware River Basin has been conducted," the council said in a unanimous resolution.

The commission, consisting of representatives from Delaware, New Jersey, New York and Pennsylvania, plus federal officials, is charged with protecting the river over about 330 miles from its headwaters to the Delaware Bay.

Concern about possible ground water contamination from hydraulic fracturing, or "fracking," has led New York City to call on state authorities to prevent drilling in the city watershed. U.S. Congress members have introduced a bill that would require energy companies to disclose chemicals they use in fracking.

The U.S. Environmental Protection Agency, which has expressed "serious reservations" about the prospect of fracking in the New York City watershed, said on March 18 it will conduct a national study of the process.

Critics of the technique say gas drilling in the Delaware River basin threatens the drinking water of 15 million people, 2 million in the Philadelphia region."

  2. Le forage pour le gaz naturel dans le Marcellus dans les comtés les plus à l'est de la Pennsylvanie est suspendu pour une période qui pourrait durer des mois, sinon plus. Mercredi le 5 mai, la commission du bassin versant de la rivière Delaware a voté à l'unanimité pour élaborer des nouvelles lois pour encadrer les projets de gaz naturel et de ne pas émettre de nouvaux permis tant que les nouvelles lois ne sont pas effectives. La décision veut dire que même si les activités gazières s'accélèrent au travers l'état (presque 900 permis dans le Marcellus ont été émis jusqu'à date cette année) pas de forage d'extraction ne peut être fait à l'intérieur du bassin versant de la rivière Delaware. Élaborer des nouvelles lois pourrait prendre de 6 mois à 1 an, selon le directeur général: cela mettra en attente indéfiniment la seule application devant la commission pour un site de forage dans l'extrême nord-est de l'état.~~~~~~~~~~~~~~~~~~~"Drilling for natural gas in the Marcellus Shale in Pennsylvania's easternmost counties has been put on hold for months, if not longer.
